Howard Milton Belcher (born 1978) is an American serial killer convicted in connection with a series of murders targeting men in Georgia during 2002. Often referred to as the “Necktie Killer,” Belcher was linked to multiple strangulations and robberies after meeting victims in Atlanta-area gay bars. His crimes sparked widespread fear in the region before his arrest later that year.
