Sandra Collins Good aka "Blue" a longtime member of the Charles Manson Family.  For a time after her release from prison she used the last name Collins.
 
8 1/2" x 11" copy of a piece of her artwork which she mailed to Manson. Manson appears to have then folded it up before sending it to a longtime friend. 
On the back Good has hand titled the piece, Guilded Bitch Victorian Dog.
